The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from different nations. Immense energy is allocated on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a capability provided through timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every launch shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.

Political Considerations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a assumption understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.

Divergent Views

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
